BACKGROUND

The Tshwane University of Technology a higher education institute in South Africa and the Small Enterprise Development Agency (SEDA) have collaborated to establish an incubator focused on railcar manufacturing enterprise support. Gibela Rail Transport Consortium (Gibela) is a newly established railcar manufacturing company in the bid to locally manufacture a new suit of commuter railcars. In 2016 Gibela entered into a MoU with Tshwane University of Technology to cooperate in research and development through a research chair to support Gibela’s project of replacement of the rail agency PRASA’s fleet with a modern service. The manufacturing technology innovation chasm of taking innovations to market was identified as a niche that necessitated an incubator. The research chair is in Manufacturing and Skills Development. The vision of the Gibela Research Chair in Manufacturing and Skills Development is to pioneer innovative research in manufacturing technology development and manufacturing value chain skills development geared for the revitalisation of the South African commuter railcar manufacturing sector.

Rail Manufacturing Centre of Entrepreneurship Rapid Incubator is SEDA funded and is aligned to the mandate of supporting the activities of modernizing and renewing an ageing railcar fleet to ensure safe, affordable, reliable and affordable commuter transportation thus directly and indirectly contributing to the economic growth in the country. It will be the driver in developing new technology based enterprises and cooperatives.
The incubator is a vehicle to translate technological innovations into new technology based businesses. Successful incubated businesses are earmarked for supplying Gibela and the manufacturing sector in general with proudly South African products and services. An ecosystem for suppliers to the Gibela manufacturing facilities will be established The incubated businesses will have the opportunity to be considered for thus future ecosystem once they successfully graduate from the incubator.

MAIN PURPOSE OF

The BDO will ensure the successful delivery of incubation services at the Incubator, and in particular;
• ensure effective operation and use of incubator facilities and achievement of small enterprise development goals and objectives;

• establish and manage relationships with both public and private sector

stakeholders, public sector entities, colleges, universities and research institutions.
• The BDO will work intimately with entrepreneurs and start-ups on the incubation programme with the goal of ensuring effective incubation of innovative technology based ideas, and growth of sustainable businesses.

LOCATION

• The position is based at the Ditsela Place in Jan Shoba Street, Hatfield but may require travel primarily within Sub-Saharan Africa and possibly globally.
• Overtime/weekend hours and working in rail manufacturing plants will be required from time to time.
• This is a full time position.

RESPONSIBILITIES AND DUTIES

• Work with SMMEs/Incubatees to identify and evaluate new market, new target • Work with SMMEs/Incubatees to develop and implement strategic sales plan
• Encourage an environment of Innovative thinking and commercialisation of innovative ideas
• Identify and evaluate specific new profitable business opportunities
• Assist in achieving sales target of the SMMEs/Incubatees
• Initiate and complete proposals and presentation for new business opportunities
• Work with internal teams to deliver outstanding presentation to capture profitable business opportunity
• Maintain an excellent stakeholder relationship with existing and potential stakeholders
• Plan, implement and manage the enterprise development portfolios’ projects, programs, products and services aimed at SMMEs/Incubatees
•Encourage the SMMEs/Incubatees to incorporate innovative methods to their enterprises.
• Offer coaching and mentoring to SMMEs/Incubatee

REQUIREMENTS

•3 year Tertiary Qualification in Enterprise Development, Entrepreneurship Management, Business Management, Industrial Engineering
• Proven track record of developing new businesses
• Strong in client connection and client services
• Strong responsibility, self-motivated, able to work under high pressure
• Excellent interpersonal, communication and presentation skills
• Experience in enterprise development
• Proven experience in an innovation and technology-driven industry or organization
• Experience in assessing viability and sustainability of small enterprises
• In depth understanding of SMME and incubation industry.
• Project Management experience
• Advanced Computer literacy – MS Office and MS Projects
• Valid Drivers Licence
• Experience starting, owning, operating and/or managing a small business
• The role also requires the candidate to be good networker to ensure an evergreen incubation pipeline of ideas whose incubation will result in sustainable high growth companies with job creation opportunities.

• The incumbent manages business incubation facilities and programmes at Enterprise Incubator.
• Research, market, recruit, plan, and coordinate development of new and expanding entrepreneurial businesses.
• Researching and coordinating strategies to support entrepreneurial efforts in targeted areas, including compiling and analysing data.
• Responsible for the overall strategy for start-up service programmes and identify opportunities to establish new programmes, manage incubator facilities, staff and associated budget.
• Promote and market incubation services and capabilities to external audiences. Identify, cultivate, and solicit support for incubation efforts and lead entrepreneurial programmes.
• General administrative tasks such as management/oversight of local incentive agreements, project management, site visits to gather industry intelligence, development/promotion of small business services and programmes
• presentations to relevant private and public stakeholders to promote the awareness and mission of the Rapid Incubator.
• Attract funding to ensure sustainability of the incubator into the long term.
• Engage industry, enterprise development, technology development stakeholders

RESPONSIBILITIES AND DUTIES

• Manage an Incubator that will include an Innovation and Technical Centres
• Encourage an environment of Innovative thinking and commercialisation of innovative ideas
• Coordinate and monitor initiatives for the incubation service offering
• Plan, coordinate, organise, and spearhead efforts to recruit and locate office, technology, and industrial users; ensuring appropriate equipment and materials are available for the successful operations related to these efforts
• Recruiting youth and entrepreneurs into the programmes and grow the SMMEs in various sectors
• Represent the Rapid Incubator to the public and outside groups, organisations, and agencies fresh unencumbered thinking by a younger generation of talented students, or with academic niche research specialists and other potential partners
• Respond to a wide variety of questions, comments, and/or concerns; resolve related complaints
• Coordinate day-to-day operations related to the Enterprise Incubator’s office, technology, and industrial growth efforts; document efforts through Seda’s Reporting system
• Ensure programme compliance with applicable internal and external requirements
• Coordinate the development, evaluation and implementation of the Incubation Model through goals, objectives, and activities related to Enterprise Incubator growth
• Serve as a liaison to university, college, and other third-party resources
• Prepare proposals to clients and responds to inquiries/requests from Enterprise Incubator stakeholders
• Develop and monitor the Enterprise Incubator budget;
• Sourcing of additional funding resources for the Enterprise Incubator
• Prepare and maintain a variety of records and reports related to assigned programmes, including financial reports that summarize and/or outline incoming and outgoing funds.
• Work with the College/University Principal to make recommendations to Board of Directors and government officials on programmes which support the development strategy for entrepreneurial growth
• Conduct research to identify emerging needs, trends, and services related to recruitment and location of incubatees and affiliate members or other assigned areas of responsibility
• Design and implement marketing material to ensure exposure of the Enterprise Incubator programme offerings
• Perform other duties of a similar nature or level
• Encourage innovative thinking among staff and incubates
• Ability to network within the business community
• Offer coaching and mentoring to SMMEs/Incubatee

REQUIREMENTS

• 4 year Tertiary Qualification in Enterprise Development, Incubation Management, Entrepreneurship Management; Project Management; Industrial Engineering
• 5-10 years’ experience in enterprise development
• Proven experience in an innovation and technology-driven industry or organization
• Experience in assessing viability and sustainability of small enterprises
• In depth understanding of SMME and incubation industry.
• Project Management experience
• Advanced Computer literacy – MS Office and MS Projects
• Valid South African Drivers Licence
• Experience starting, owning, operating and/or managing a small business

• To assist incubator staff and incubatees with practical and technology matters related to the product or service offering they are preparing for.
• To provide specialized Technology support to staff and to centres and institutes where the TO will design and manage laboratories and facilities.
• Assist incubator staff with research and innovation opportunities.
• Responsible for budget and financial planning of laboratories fees and levies.
• Develop incubator project work and manage projects. Involved in advertising the Technology capability of RMCERI at exhibitions, schools and during open days.
• Planning capital equipment replacement and submit to the incubator director.
• Be at the cutting edge of industry changes and needs in terms of process improvement technology, business processes technology and software developments aligned to the operation of the incubator.
